I found an outfit similar to this on forever21.com only instead of a top and high low skirt, it was combined as a dress instead, worn optionally with a denim jacket.

I know it's still winter and not relatively close to being warm enough to wear this (unless you live in California, or Florida or any of those warm states!) But,
